The Negros Occidental Electric Cooperative (CENECO) has recently received approval from the National Electrification Administration (NEA) to proceed with the modernization of its electricity distribution system through Negros Power. Acting CENECO General Manager Arnel Lapore, explained in an interview recently that NEA’s conditional consent comes with specific requirements. According to a memorandum issued by NEA Administrator Antonio Mariano Almeda, the consent is subject to the fulfillment of nine (9) conditions. These include settling outstanding loans and obligations with NEA and other creditors totaling approximately PHP 60M and PHP 200M, respectively.

CENECO must also address financial obligations to its employees and set aside funds for bill and meter deposits of its member-consumer-owners (MCOs). NEA highlights the need for NEPC to commit to complete electrification of CENECO’s franchise area.

Additionally, CENECO must provide a detailed account of the settlement of its obligations and specify the net cash amount it will retain after implementing the JVA. CENECO is directed to ensure uninterrupted service provision to its MCOs throughout the JVA implementation and NEPC’s operations.
