Negros Electric and Power Corporation (Negros Power) has announced a major infrastructure program aimed at strengthening electricity supply in Bacolod City and surrounding areas, as demand continues to rise alongside rapid urban and economic growth. The initiative forms part of the company’s ongoing five-year rehabilitation plan and highlights its focus on improving capacity, reliability, and long-term system performance.

Strengthening the Power Network

The project involves an estimated investment of ₱630 million, covering the upgrade of existing 69-kilovolt (kV) sub-transmission lines and the construction of two new distribution substations. These developments are intended to support increasing electricity consumption, which has grown by approximately 7 percent annually since 2023.

The two substations will be strategically located:

  • Provincial Capitol area – targeted for completion by end of 2026
  • Megaworld’s Upper East township – expected to be operational by early 2027

Once completed, the total number of substations within Negros Power’s franchise area will increase from 11 to 13 by mid-2027, significantly boosting system capacity and flexibility.

Key Line Upgrades and Capacity Expansion

Alongside the substations, around ₱130 million has been allocated for the rehabilitation of critical sub-transmission lines, divided into four major segments:

  1. A 2.4-kilometer line from Gonzaga Substation to the new Capitol Substation, requiring 41 poles (90 feet each)
  2. A 0.7-kilometer connection linking the Megaworld Substation to Gonzaga, involving 12 poles
  3. A 1.6-kilometer line feeding into the Megaworld Substation, with 31 poles installed
  4. The upgrade of the Bacolod-Bata 69kV line, increasing capacity from 126 MVA to 220 MVA

This last component is considered the most critical, as it will enable the system to supply sufficient power to the new substations and accommodate future demand.

The rehabilitation works are expected to be completed within six (6) to eight (8) months, with preparatory activities already initiated.

Managing Demand and Preventing Overload

Current projections indicate that without expansion, existing substations could reach 90% to 100% utilization within five years. To maintain safe and efficient operations, Negros Power aims to keep system loading at around 70%, ensuring room for growth and minimizing the risk of overloading.

The infrastructure upgrades are also aligned with major developments in the area, including large-scale mixed-use projects that are expected to drive further demand for stable electricity supply.

Improvements in Reliability

Prior to this new investment, Negros Power reported spending at least ₱1.3 billion during the first year of its rehabilitation program. These efforts have already resulted in measurable improvements:

  • SAIFI (frequency of outages) improved by 38%
  • SAIDI (duration of outages) improved by 67%

These indicators reflect a reduction in both the number and length of power interruptions experienced by consumers.

As of early 2026, the company has completed 39% of its five-year development plan, surpassing its initial timeline.

Impact on Consumers

While the upgrades are expected to enhance long-term service reliability, the company advised that scheduled power interruptions may occur during construction. These may range from 30 minutes to up to 8 hours, depending on the scope of work. However, mitigation strategies such as system switching will be used to limit the number of affected customers.

In terms of electricity rates, Negros Power clarified that infrastructure investments do not automatically lead to higher charges. In fact, average rates in 2025 declined compared to the previous year, partly due to improved system efficiency and increased electricity demand spreading costs more effectively. Any future adjustments will still require approval from the Energy Regulatory Commission (ERC).
