Negros Power Explains Bill Deposit Policy And Refund Process For Former CENECO Consumers
Negros Electric and Power Corporation (Negros Power) has issued a clarification regarding the bill deposit policy for its customers, particularly in light of its ongoing transition from the Central Negros Electric Cooperative (CENECO). The company emphasized that bill deposits are a standard practice in the power distribution industry and outlined the procedure for eligible consumers to claim a refund.

What is a Bill Deposit and Why is it Required?
According to Negros Power Assistant Vice President for Customer Care, Maricel Pe, the bill deposit serves as a form of security to ensure continuous electricity service and cover any future unpaid bills. This requirement is in line with the guidelines set by the Energy Regulatory Commission (ERC) and applies to all Distribution Utilities (DUs) across the Philippines.
For new applicants under Negros Power, the bill deposit is collected during the connection and energization process. This ensures that the customer’s account remains active without service interruptions.
Refund Options for Former CENECO Consumers
Negros Power clarified that former CENECO consumers with an existing bill deposit at CENECO may apply for a refund. This option, however, is available only to customers who have a recorded bill deposit with the cooperative prior to the transition.
Eligible consumers can visit any Negros Power office, where personnel will assist in filling out the necessary forms and coordinate with CENECO for the processing of the refund. Once approved, the refunded amount will be credited directly to the consumer’s Negros Power account.

Eligibility and Evaluation Process
While the refund option is available, Pe noted that it is not automatic. CENECO will evaluate each account to determine eligibility. Consumers are advised to undergo the process with the assistance of Negros Power’s customer service team to ensure a smooth application and follow-up.
Part of the Transition Under the Joint Venture Agreement
This refund arrangement forms part of the Joint Venture Agreement (JVA) between CENECO and Negros Power. The agreement allows Negros Power to address and facilitate its customers’ concerns with CENECO, including matters related to bill deposit refunds.
Through this coordinated process, the company aims to make the transition more convenient for its consumers while ensuring compliance with industry regulations.
