Negros Power Declares Full Readiness For 2025 Elections Through “Oplan Halalan” Contingency Program

With the National and Local Elections set for May 12, 2025, Negros Power has announced its full preparedness to deliver a stable and uninterrupted electricity supply across its service areas. The power distributor has activated “Oplan Halalan 2025,” a comprehensive contingency plan designed to support the seamless conduct of the electoral process.
The initiative reflects the company’s proactive role in safeguarding the country’s democratic exercises by securing the energy infrastructure that supports polling places, canvassing centers, and election-related systems.
Strengthening the Grid Before Election Day
In anticipation of possible challenges, Negros Power has already implemented key upgrades and maintenance work to reinforce system reliability. Among the most notable improvements:
- Rehabilitation of the Bacolod-Silay 69kV Line, a major transmission backbone in the franchise area.
- Energization of the new 18 MVA Transformer in Alijis, boosting distribution capacity in one of Bacolod’s key districts.
- Full readiness of all 11 substations and inspection of 47 feeder lines to ensure optimal performance.
- Comprehensive maintenance of transformers and hotspot areas to minimize the risk of unplanned outages.
- Deployment of three standby generator units, ready for activation should an emergency arise.
- Activation of satellite warehouses, ensuring immediate access to spare parts and repair materials.
Negros Power also confirmed that load levels for its feeders and transformers are currently maintained below 70% to prevent overloading during peak periods, particularly on election day.

Coordinated Field Operations and 24/7 Monitoring
As part of the operational rollout of Oplan Halalan 2025, the company has launched a dedicated Command Center that will monitor the power grid in real-time throughout the election period. This hub is fully integrated with the Department of Energy (DOE) and the Commission on Elections (COMELEC), ensuring coordinated response in case of incidents.
Support on the ground includes:
- 37 field crews assigned across the franchise area.
- 20 roving teams on standby to troubleshoot issues in polling centers and canvassing sites.
- Real-time reporting tools, including a field app that links directly to the Command Center dashboard, allowing for quick incident documentation and resolution.
A dry run is scheduled for May 10 to simulate full-scale operations, test communication protocols, and confirm that all systems are functioning efficiently ahead of election day.
Post-Election Support and Community Engagement
Negros Power’s efforts will continue even after the polls close. Field crews will remain on standby for two additional days to support any lingering technical concerns in election facilities. The company has also committed to participating in clean-up drives, helping to remove election paraphernalia from poles and other public areas.

Leadership Statement
Negros Power Chief Operations Officer Engr. Bernard Bailey Del Castillo reaffirmed the company’s commitment:
- “We are fully prepared for the 2025 National and Local Elections. Our systems have been reviewed, upgraded, and tested. Our teams are on the ground, our command center is active, and all polling sites have undergone preventive maintenance. Our goal is to ensure that every voter can exercise their right without disruption from power-related issues.”
