Negros Power Implements NGCP-Directed Manual Load Dropping Amid Visayas Power Supply Constraints
Consumers in parts of Central Negros experienced temporary power interruptions after Negros Electric and Power Corporation (Negros Power) implemented Manual Load Dropping (MLD) in compliance with directives issued by the National Grid Corporation of the Philippines (NGCP).
The measure was carried out as the Visayas Grid faced limited available power generation within the Cebu-Negros-Panay sub-grids, prompting grid operators to take preventive actions to maintain the stability of the power system.

NGCP Orders Load Management Across Affected Areas
According to advisories issued earlier by NGCP, several distribution utilities across the Visayas were placed on alert for possible Manual Load Dropping between 3:00 PM and 9:00 PM due to supply constraints in the region’s power network.
As grid conditions continued to tighten, NGCP directed the implementation of MLD in affected franchise areas, including those served by Negros Power.
Manual Load Dropping is a controlled and temporary interruption of electricity service designed to reduce demand on the grid when available power supply becomes insufficient. The measure helps prevent larger and more widespread outages that could affect a greater number of consumers.
Negros Power Clarifies Its Role
Negros Power emphasized that the implementation of Manual Load Dropping was not initiated by the distribution utility itself but was carried out under the instruction of NGCP, which operates and manages the country’s transmission network.
Engr. Leomel Tambanillo, Assistant Vice President for Planning, Business Operations, and Sitio Electrification Program, explained that distribution utilities are required to comply with directives issued by the grid operator whenever system reliability is at risk.
He noted that the action was necessary to help maintain the integrity and stability of the transmission system amid limited generation capacity in the Cebu-Negros-Panay sub-grids.
The company also acknowledged the inconvenience caused by the temporary interruptions and assured consumers that it continues to coordinate closely with NGCP while providing updates on the situation.
“We would like to assure our consumers that the ongoing Manual Load Dropping is being directed by NGCP due to limited generation capacity in the Cebu-Negros-Panay sub-grids. This is not a measure initiated by Negros Power but a grid management action ordered by NGCP to protect the stability and integrity of the transmission system.”

Limited Generation Capacity Behind the Power Situation
NGCP attributed the need for Manual Load Dropping to insufficient available generation within the affected sub-grids. When electricity demand exceeds available supply, grid operators may implement load management measures to avoid system-wide disturbances.
Such actions are intended to protect the overall power network and reduce the risk of more extensive outages that could impact a larger portion of the Visayas.
The situation highlights the importance of maintaining adequate generation reserves and ensuring the stability of the transmission system, particularly during periods of high electricity demand.
Consumers Encouraged to Use Electricity Wisely
Amid the ongoing power situation, Negros Power is encouraging consumers to practice prudent electricity use, especially during peak demand hours.
Reducing unnecessary electricity consumption can help lessen pressure on the grid while generation capacity remains constrained. Consumers are also advised to monitor official announcements and advisories for updates regarding power supply conditions and any operational directives from NGCP.
Commitment to Public Information
Negros Power said it remains committed to keeping consumers informed about developments affecting electricity service within its franchise area.
As coordination efforts continue between the distribution utility and NGCP, the company assured the public that updates will be provided as conditions improve and normal operations are restored.
While Manual Load Dropping can cause temporary inconvenience, power industry officials emphasize that such measures are necessary to safeguard the stability of the grid and prevent more severe disruptions that could affect a larger number of consumers across the Visayas.
