The Negros Occidental Electric Cooperative (CENECO) has recently received approval from the National Electrification Administration (NEA) to proceed with the modernization of its electricity distribution system through Negros Power. This milestone marks a significant step forward in addressing the growing demand for reliable and efficient power services in Bacolod City and Central Negros.

An Overview

CENECO has been at the forefront of providing electricity to Negros Occidental for over half a century. However, as the province continues to grow and develop, the demand for reliable and efficient electricity has also increased. Recognizing the need to upgrade and modernize its infrastructure, CENECO sought approval from the NEA to embark on this bold project.

NEA Approval and Conditional Consent

The NEA plays a crucial role in the development and regulation of electricity cooperatives in the Philippines. Its approval signifies trust in NEA’s ability to implement the project in compliance with regulatory requirements and industry standards.

Acting CENECO General Manager Arnel Lapore, explained in an interview recently that NEA’s conditional consent comes with specific requirements. According to a memorandum issued by NEA Administrator Antonio Mariano Almeda, the consent is subject to the fulfillment of nine (9) conditions. These include settling outstanding loans and obligations with NEA and other creditors totaling approximately PHP 60M and PHP 200M, respectively.

CENECO must also address financial obligations to its employees and set aside funds for bill and meter deposits of its member-consumer-owners (MCOs). NEA highlights the need for NEPC to commit to complete electrification of CENECO’s franchise area.

Additionally, CENECO must provide a detailed account of the settlement of its obligations and specify the net cash amount it will retain after implementing the JVA. CENECO is directed to ensure uninterrupted service provision to its MCOs throughout the JVA implementation and NEPC’s operations.

The modernization of CENECO’s electricity distribution system aims to enhance the reliability and efficiency of power supply in the province. By upgrading and expanding its infrastructure, CENECO aims to improve the overall quality of the electric service provided to its member-consumers.
